Challenge
Climate protection begins at the municipal level — but many of Germany's approximately 13,000 municipalities and districts faced the challenge of developing and implementing climate protection concepts without standardised tools. Klima-Bündnis e.V. initiated the "Klimaschutz-Planer" project to motivate municipalities to become active in climate protection on a large scale and to systematically support them in developing and implementing climate protection concepts.
Our Services
We planned, conceptualised, and developed a comprehensive online platform with three core modules:
- Energy & CO2 Balancing: Systematic capture and analysis of municipal energy consumption and CO2 emissions by sector (households, industry, transport)
- Potential Analysis: Identification and quantification of local potentials for renewable energy and energy efficiency
- Benchmarking: Comparison with similarly sized municipalities to motivate through competition and showcase best practices
Additionally:
- Custom front and backend development in PHP, JavaScript, jQuery
- Java components for complex calculations
- MySQL database for efficient large-scale data processing
- OpenStreetMap integration with additional layers for geographic data visualisation
Solution
The platform is based on scientifically agreed calculation methods, enabling standardised, comparable capture and assessment of municipal climate protection activities. The design follows the CI guidelines of Klima-Bündnis and offers intuitive user guidance for municipal administration staff who are often not IT specialists.
The OpenStreetMap integration with GIS layers provides powerful geographic data visualisation, helping municipalities identify spatial patterns in energy consumption and renewable energy potential.
Result
A nationwide platform that supports thousands of municipalities in their climate protection work. The Klimaschutz-Planer has become the standard instrument for municipal climate protection concepts in Germany and makes a measurable contribution to the energy transition.
